The scenes began after two teenagers were killed in an e-bike collision in the Ely area of Cardiff on 22 May 2023.

Harvey Evans, 15, and Kyrees Sullivan, 16, died after the collision in Snowden Road at around 6pm.

Tensions escalated after CCTV captured a police vehicle appearing to follow the teenagers minutes before the crash.

Police said no other vehicles were involved, but South Wales Police referred itself to the Independent Office for Police Conduct (IOPC), the police watchdog.

In tributes released at the time, Harvey and Kyrees’s families said they “went everywhere together”.

Harvey’s family appealed for “peace within the community” and Kyrees’s family said the teenagers were loved “not only by their families but by their community as well”.

Some 31 people were previously charged in connection with the riots, 27 of whom were charged with riot, while four were accused of causing or threatening to cause criminal damage.

A number of defendants have previously denied the charges against them and will stand trial at a later date.

Jenny Hopkins, the chief crown prosecutor for CPS Wales, said it had “authorised South Wales Police to charge a further 11 defendants with the offence of riot”.

“The Crown Prosecution Service reminds all concerned that criminal proceedings against these people are now active and that they have a right to a fair trial,” she added.

“It is extremely important that there should be no reporting, commentary or sharing of information online which could in any way prejudice these proceedings.”

The 10 adults and one youth defendant are due to appear before Cardiff Magistrates’ and Youth courts on 22 January.
